事實上，物資有限，而法律上，人心有私，致大有為政府無論在事實上或法律上皆不可能，故求為小有為政府即可。

Factually, the natural resources are limited, and legally, the human hearts are selfish, so that an omnipotent government is factually and legally impossible, and therefore we just pursue a practical government.
